Opening and Welcome

Mark Musick, Chairman of the State Workforce Investment Board called the meeting to order and welcomed the attendees and special guests.  Chairman Musick provided an update on Stefanie Reese and her son.  He also shared with the memberships a message sent from Stefanie on how much she appreciated the Boards kind gestures and prayers and that she is in the process of evaluating her possibilities for continued work with GOWD.

Review and Approval of Executive Committee Minutes

Chairman Musick presented the February SWIB Minutes for approval by the board with the understanding that Stefanie’s absence had an impact on the completeness of the minutes and if they had additions/correction to please forward them to our attention.  They were approved as revised.

Update on Work Ready

Debra Lyons, Director, Governor’s Office of Workforce Development, introduced GOWD intern, Andrew Laarhoven, and provided a little information as to his responsibilities to the office as that of assisting us in developing ways to document our accountability.  She also provided the membership with an update of Georgia Work Ready.  As documented in the slide handouts, Georgia Work Ready has over 10,000 Work Ready certificates (WRC) and has conducted 71 new profiles.  WRC earned by available workforce categories showed an increased in all populations with those that are available for employment showing the greatest increase.  There are over 30+ new counties and many of the CWRC in progress are exceeding expectations in earning WRC.  Forty- three counties are on track to reach their High School graduation goals and 13 counties have achieved their goals.   The seven Work Ready Regions are making good progress with each region lead by an industry person.  Scorecard targets focus on Work Ready Certificates, work ready communities, high school students in articulated career pathways, job profiling for growth industry jobs, WR assessment and gap training is being used to develop the existing workforce, determining training needs that are common across the industry network. 

Chairman Musick encouraged the membership to help their communities understand that the WRC is not a test; it is about fulfilling a gap in our current workforce.

Robin Folsom provided a customer service update and shared with the membership the improvement in the customer service data record between 2/2/08 and 5/9/08.  In addition she provided information and an update on the outreach efforts to Georgia businesses and materials that were available tor this sector.

Update on Local Workforce Investment Boards

Jim Radford, ARC provided a state summary of the 1st Quarterly Work Ready Report for the Local Workforce Investment Boards (LWIB).  The data presented specifically showed, by SDA, the number of WRCs earned by the unemployed.  Included in this report were notes, on a county by county basis, that provided additional insight to the effort.  His update also provided an overview of the LWIB’s participation in WR as well as sharing some of the “best practices” being utilized by several of the LWIB’s.  Jim also stated, as with any new initiative, there was room for improvement and that the LWIB’s were committed to moving forward.   Debra suggested to increase the feedback loop to the business sector that consideration is given to inviting them to this meeting to share their experiences.  Butch Jones complimented Debra and Mark for their attendance at LWIB events. 

Presentation of Perkin Plan

Kathryn Hornsby, Executive Director, Accountability and Institutional Effectiveness, Technical College System of Georgia and James Woodard, Director, Career, Technical and Agricultural Education, Georgia Department of Education presented respectively  the postsecondary and secondary components of Georgia’s Five-Year Plan for the Perkins Career and Technical Education Improvement Act of 2006 for Program Years FY 2009-2013.  Both systems worked together in a “Georgia Perkins Planning Team” environment to fulfill the federal requirements that led to the development of this plan.  Any additional or more specific information about the plan could be obtained through either agencies website and/or contact the presenters directly. Ron Jackson also provided clarification on the cooperative efforts at the local level with dual enrollment and provision allowing students to maximize their credits for graduation.  WRR are also being encouraged to support efforts that provide smoother transition from secondary to postsecondary.

Road to Readiness Awards Presentation

The "Road to Readiness" Award is given to Certified Work Ready Communities who exceeded expectations by surpassing benchmark certificate goals set forth by the GOWD.  To date 12 CWRC's have earned the "Road to Readiness" Award.  The first "Road to Readiness" Community was Upson County who was awarded at our last SWIB meeting.  Today 11 CWRC will be awarded: Bartow County; Fred Kittle, Bartow County TL Madison County; Marvin White, Madison County TL Polk County; Tameka Hudson, Polk County TL Pike County; Karen Brown and Christy Hammons, Pike County Co-TL's Stephens County; Gordon Broome, Stephens County TL Troup County; Ginger Booton, Troup County TL Ware County; Linda Zechmann, Ware County TL.  Four counties were unable to send representatives and will receive their award at the September 2008 SWIB: Jefferson County, Elbert County, Franklin County, and Warren County.

Update on Education Data Tools

Kathleen Mathers, Governor’s Office of Student Achievement presented Georgia’s Education Scoreboard, an electronic resource that concisely reports data on the quality and progress of education in Georgia. It can be accessed at  http://www.gaosa.org.  The Education Scoreboard provides bottom-line data for Georgia’s K-12 schools, colleges and universities, and technical colleges. Anyone can search for information on a particular school and compare that data against school systems in Georgia, southeastern states, or the nation.  Kathleen navigated the board members through many of the capabilities of this data tool.  Just to name a few data sets that are now available to the general public is a single percentage of students meeting and exceeding standards in all core areas; the average days attended for a given school population; the percent of high school students who graduate with a regular diploma; average SAT and ACT scores; AP and IB course participation and achievement; and the percent of HOPE scholars graduating from high school who are college ready.  Separate indicators are reported for colleges and universities as well as technical colleges, including the percent of freshmen who return to the same institution for a second year of study; the percent of students who graduate within 3 years with an associate’s degree or 6 years with a bachelor’s degree; the percent of HOPE scholars who retain their scholarships through the 90 credit hour (or roughly 3 year) mark; and the percent of students requiring learning support who graduate with a bachelor’s degree.

The Education Scoreboard is updated once a year whereby the majority of the date is released in the summer.  Kathleen encouraged the board members to connect to the site and become aware of its recourses.
