Opening & Welcome
Mark Musick, Chairman of the Workforce Investment Board, called the meeting to order and welcomed board members and special guests. Chairman Musick reminded members of the 2008 State Workforce Investment Board meetings and thanked Mary Margaret Garrett for her outstanding assistance to the State Workforce Investment Board.
Labor Market Data by John Lawrence, GDOL
John Lawrence presented Workforce Information and Analysis. He provided an update on the labor market with economic indicators and career information. He described economic development support and the health of the local market and information needed to assist in recruitment and area profiles of the labor market. Mr. Lawrence presented the Georgia Labor Market Explorer Site– an interactive information system that contains a wide range of information about the economic conditions of Georgia and local areas. This site contains information for the job seeker, employer, or labor market analysis. Information on the mapping dynamics of the local employment was presented and Mr. Lawrence provided copies of publications for the board such as: Georgia Workforce Trends, Georgia Guide to Workforce Intelligence 2006, and the Georgia’s Careers to 2014,
Education Data by Eric Wearne & Kathleen Mathers, GOSA
Eric Wearne and Kathleen Mathers gave a brief overview of the Governor’s Office of Student Achievement and presented the GOSA data analysis information. Information was presented on Georgia’s K-12 graduation rate, dropout rate, Georgia University System graduate enrollment in to institutions. Mr. Wearne and Ms. Mathers spoke about the monthly research bulletins published by GOSA and presented the November 2007 bulletin and described some sample long-term research projects their office has undergone. Ms. Mathers spoke very briefly about the Education SCOREBOARD, the goals and the multiple levels of the scoreboard. It is anticipated to be published in January 2008 and Ms. Mathers would like the opportunity to come to a future SWIB meeting to present an update of the Education SCOREBOARD.
Data & Work Ready Regions by Debra Lyons, GOWFD
Debra Lyons presented a brief overview of the Work Ready Regions and announced that 15 Work Ready Region Grant proposals were received by the Governor’s Office of Workforce Development.
Local WIB by Carol Rayburn, NE Georgia Regional Development Center
Carol Rayburn brought greetings from Melvin Davis, Chairman of the Oconee County Board of Commissioners and Amrey Harden, LWIB Chairman in the Northeast Georgia Workforce Area. Ms. Rayburn presented the SWIB strategic goals as they relate to the Local Workforce Investment Boards and how the Local Workforce Investment Boards are working these goals every day. She spoke briefly about the numbers served through Workforce Investment Act (WIA) funds for 2007, and the performance measures for program year 2006 as they relate to the employment rate, retention rate, skills attainment rate, and credential/diploma rate.
Certified Work Ready Community Update by Fred McConnel, GOWFD
Since the Work Ready Launch on January 31, 2007 a total of 3,119 Work Ready Certificates have been earned statewide. The 3,119 Work Ready certificates earned this year added to the 7,000 earned prior to January 2007 puts the Work Ready population of Georgia over 10,000. Some of the leading counties in this surge of certificates are Camden, Muscogee, Thomas, Clarke, Emanuel, Ware, Bartow and Floyd. The Work Habits assessment is now available online at all of the technical colleges. Of the 73 Work Ready Communities in-Progress, 43 of those counties improved their High School Graduation Rate in the last year and 13 of the counties have already achieved their Certified Work Ready Community High School Graduation Rate Goals. All the CWRC’s have goals set for the coming year and we have developed new tools to help them chart their progress and assign accountability. In early 2008, the GOWD will open the second CWRC launch.
Closing Thoughts
Chairman Musick announced the next board meeting will be held on February 14, 2008. He reminded the Work Ready Region Review Team of the meeting being held tomorrow, Friday, November 16, 2007 at Timber Ridge. The meeting adjourned at 1:20 pm
